codes had to stay home. The operative contents of the football that flew
to Moscow were instructions on what the President should do in a nuclear
crisis. (These are set out in comicbook format.) It isn't clear how or
whether the instructions dealt with a President who finds himself in Moscow
during a nuclear crisis.
