Phi Alpha
Theta, Theta Upsilon Chapter We, the members of the Theta-Upsilon chapter of the Phi Alpha Theta History Honor Society, by the authority of the Chancellor and through subscription to the regulations and policies of the University, do establish this constitution to govern the activities of this organization. ARTICLE ONE: NAME The name of this organization shall be Phi Alpha Theta History Honor Society (hereafter referred to as ‘Phi Alpha Theta’) and the local University of California, Los Angeles (hereafter referred to as ‘UCLA’) chapter of Theta-Upsilon. ARTICLE TWO: PURPOSE Phi Alpha Theta is the national history honor society and through the local UCLA chapter (Theta-Upsilon) seeks to promote excellence and the enjoyment of history through interaction with history professors, fellow students, and various activities. ARTICLE THREE: MEMBERSHIP SECTION ONE: Undergraduate Membership In accordance with the prescribed requirements set by the national organization of Phi Alpha Theta, general membership is open to those undergraduate students of UCLA who have: 1. Completed at least 3 college-level history courses at
the time of application. Membership is not limited to history majors. SECTION TWO: Graduate Membership In accordance with the prescribed requirements set by the national organization of Phi Alpha Theta, inducted membership is open to those graduate students of UCLA who have: 1. Completed a minimum of 12 semester hours toward their Master’s Degree. 2. Maintained a minimum 3.5 GPA. 3. Submitted one check for $60 (payable to Phi Alpha Theta). 4. Submitted a copy of the most recent DPR or unofficial graduate transcript. SECTION THREE: Faculty Membership In accordance with the prescribed requirements set by the national organization of Phi Alpha Theta, inducted membership is open to those faculty members of UCLA who: 1. Taught history at the university level. 2. Currently rank above Instructor. 3. Submitted one check for $60 (payable to Phi Alpha Theta). All faculty members of Phi Alpha Theta, in accordance with the prescribed requirements set by the national organization of Phi Alpha Theta, receive the same membership rights and privileges. SECTION FOUR: Associate Membership Undergraduates not currently eligible to meet the general membership requirements are eligible for associate membership in the Theta-Upsilon chapter of Phi Alpha Theta. Associate membership is open to those undergraduate students of UCLA who have: 1. Submitted one check for $20 (payable to Phi Alpha Theta). 2. Submitted a copy of the most recent DPR or unofficial graduate transcript. Associate members are not full members of the Phi Alpha Theta History Honor Society and may not be eligible for certain activities sponsored by the national organization. Associate members of the Theta-Upsilon chapter of Phi Alpha Theta are eligible to participate in all local chapter activities, public and private. Associate members who have met the requirements for general membership as outlined in Article Three, Section One of the Chapter Constitution shall submit the remaining national dues and be inducted as a general member of the Theta-Upsilon chapter and a full member of Phi Alpha Theta. SECTION FIVE: Inducted Membership There shall be a distinction between ‘general membership’ and ‘inducted membership’. Inducted members are eligible to wear Phi Alpha Theta honors regalia at university commencement ceremonies. General members are not eligible to wear Phi Alpha Theta honors regalia at university commencement ceremonies. The requirements for inducted membership shall be determined by the officers of the Executive Board and published within thirty days after the beginning of the academic year. If the requirements for inducted membership are not published by the Executive Board within thirty days of the beginning of the academic year, the requirements for inducted membership shall not be applicable to the graduating class of that academic year. ARTICLE FOUR: OFFICERS The officers of this organization shall be President, Vice President, Secretary, Public Relations, Treasurer, and Faculty Advisor(s). These officers shall constitute the permanent officers of the Executive Board. ARTICLE FIVE: MEETINGS Membership meetings shall take place at least once per quarter. Special meetings may be called as needed by the President and approved events may be organized by any member of the Board. Meetings of the Executive Board will be convened twice per quarter and additional meetings held as deemed necessary by the President. These meetings will be open to the public- unless otherwise noted- and the date, time and location published. The Executive Board is also required to meet once a month with the Faculty Advisor. ARTICLE SIX: PARLIAMENTARY PROCEDURE The rules contained in "Robert's Rules of Order" shall govern the proceedings of this organization, except in such cases as determined by the Executive Board. ARTICLE SEVEN: AMENDING BYLAWS AND THE CONSTITUTION The constitution and bylaws may be amended at any Phi Alpha Theta meeting by a procedure to be determined by the Executive Board. The bylaws must be reviewed at least once a year to ensure that they remain current. After they are revised by the Executive Board, they must be voted on by members in accordance with the established procedure. The changes shall be in agreement with existing University regulations and shall be filed with the Center for Student Programming immediately upon adoption. Phi Alpha
Theta, Theta Upsilon Chapter SECTION ONE: The election of the President shall be held within the spring quarter, when possible, at a meeting called by the current President. The term of office shall last one calendar year. If an election is not possible, the President shall be appointed by the outgoing President and the Faculty Advisor. SECTION TWO: Election of the President shall be done by secret ballot of members in accordance with a procedure to be established by the current President and the Faculty Advisor. The ballots shall be counted by the Faculty Advisor. In the event of a tie, there will be a runoff election of the top candidates held in the same procedure. SECTION THREE: The Executive Board shall be elected by a procedure determined by the President. The term of office shall be one school year. If the President and Faculty Advisor decide that an election is not possible, then the Board shall be selected in a procedure determined by the incoming President with the advice and consent of the Faculty Advisor. SECTION FOUR: All permanent officers must be members of Phi Alpha Theta upon appointment or election. Those who are not will be disqualified. Directorships are open to both full and associate members. In the event of a tie for any office, there will be a runoff election for each contested office held in the same established procedure. SECTION FIVE: If an officer resigns or is removed, a replacement procedure will be determined at the discretion of the Executive Board. In the case of a vacancy occurring in the office of President, the Vice President shall become the new President assuming the functions, duties and prerogatives of the said office until the original term of office has expired. The new President will then make a selection for Vice-President and any other offices which become vacant as a result. SECTION SIX: Outgoing Board members shall write a report at the end of their term discussing the specific duties of their position. These reports are to be given to the outgoing President. The outgoing and incoming Presidents shall conduct a face-to-face meeting to discuss the specific duties of each officer of the Board. SECTION SEVEN: Duties of Officers 1. The President shall have general executive control of
the chapter, preside at all meetings, and perform such duties that usually
pertain to this office. The President will represent this chapter to any
campus organization or other governing body and, with the Faculty Advisor, will
be responsible for all reports to the administrative office of the
University. The President shall serve as editor-in-chief of the chapter
newsletter and/or journal until or unless one is appointed. The President
shall maintain the power to appoint members to the position of Director for
any specific duties or projects which may occur during the presidential term.
The new President shall have the right to review the appointees of the former
President and make whatever changes deemed necessary. ARTICLE TWO: INDUCTED MEMBERSHIP SECTION ONE: The purpose of the inducted membership
level is to honor members who actively participated in Phi Alpha Theta events
and have contributed to the overall well-being of Phi Alpha Theta. SECTION TWO: All undergraduate members shall be
eligible for inducted membership. All graduate and faculty members
automatically qualify for inducted membership upon acceptance of their
application for membership. Any graduate or faculty member who joins Phi
Alpha Theta as an undergraduate automatically qualifies for inducted
membership once they have met the respective graduate or faculty membership
requirements. SECTION THREE: The requirements for inducted membership
shall be based upon the principle of general member participation. The
specific requirements are to be determined by the Executive Board and shall
be published within thirty days of the beginning of the academic year. The
requirements for inducted membership shall be applicable for one academic
year and must be renewed prior to each academic year by the incoming
Executive Board. In the event that the requirements for inducted membership
are not published within thirty days following the beginning of the academic
year, the requirements for inducted membership shall not apply to the
graduating class for that academic year. SECTION FOUR: Only inducted members are eligible
to wear Phi Alpha Theta honors regalia at university commencement ceremonies.
General members are not eligible to wear Phi Alpha Theta honors regalia at
university commencement ceremonies. In the event that the requirements for
inducted membership are not published within thirty days following the
beginning of the academic year, there shall be no inducted membership
requirements for that academic year and all graduating members, general and
inducted, are eligible to wear the Phi Alpha Theta honors regalia at
university commencement ceremonies. Associate members are never eligible to
wear Phi Alpha Theta honors regalia at university commencement ceremonies. ARTICLE THREE: ASSOCIATE MEMBERSHIP SECTION ONE: The purpose of the associate membership level is to allow incoming freshmen and transfer students who strongly desire to participate in the chapter activities- but who do not meet the minimum course requirements- to do so while they work towards obtaining full membership. SECTION TWO: Associate members are required to pay the one-time, non-refundable chapter fee with the application for membership. The associate member, as a member of the Theta-Upsilon chapter, is eligible to participate in all chapter events, public and private. Associate members are eligible to serve as appointed Directors. When the associate member has met the minimum requirements for full membership as outlined in Article Three, Section One of the charter, then the student will submit the remaining national dues and be inducted as a general member of the Theta-Upsilon chapter and a full member of Phi Alpha Theta. SECTION THREE: Nothing in this Article shall be construed to imply full membership in the national organization of Phi Alpha Theta to any person who does not meet the minimum requirements of membership as outlined in Article Three, Section One of the charter. Associate members may not be eligible for certain activities sponsored by either the national organization or other chapters. ARTICLE FOUR: NON-DISCRIMINATION STATEMENT The Theta Upsilon chapter of Phi Alpha Theta, in accordance with
applicable Federal and State law and University Policy, does not discriminate
on the basis of race, color, national origin, religion, sex, disability, age,
medical condition, ancestry, marital status, citizenship, sexual orientation,
or status such as The Theta Upsilon chapter of Phi Alpha Theta also prohibits sexual harassment. This non-discrimination policy covers organization membership, access to organization programs and activities, and the general treatment of members in the organization. Addendum A. Inducted Membership
Amendment SECTION ONE: By unanimous vote of the Executive Board and unanimous vote of the general membership present on November 23, 2004, the requirements listed in Addendum A, Section Three of the ‘Phi Alpha Theta, Theta Upsilon Chapter By-Laws’ for inducted membership shall be applicable immediately, applying retroactively to the beginning of the 2004-2005 academic year and applicable throughout all academic years through the end of the 2008-2009 academic year. Following this five year term, the requirements for inducted membership shall be determined according to the procedure prescribed in Article Two, Section Three of the ‘Phi Alpha Theta, Theta Upsilon Chapter By-Laws’. The following requirements for inducted membership shall not apply to the graduating class of 2005 but are applicable to all following academic classes. SECTION TWO: In accordance with the prescribed requirements set by Article Three, Section Five of the ‘Phi Alpha Theta, Theta Upsilon Chapter Constitution’ and Article Two, Section Three of the ‘Phi Alpha Theta, Theta Upsilon Chapter By-Laws’ the following requirements shall constitute the requirements for inducted membership in the Theta-Upsilon chapter of Phi Alpha Theta: Inducted membership shall follow a ‘credit system’ by which members accumulate points for participating in various chapter and national events and activities. Members can accumulate points throughout the entirety of their membership with Phi Alpha Theta, regardless of the level of membership. A point threshold shall be determined by the Executive Board which shall be used to determine eligibility for inducted membership. Points can be accumulated at any Phi Alpha Theta event and for any participation. Attendance will be taken at each event to accurately record member participation. The Secretary will maintain a record of all points earned by members and is responsible for the maintenance of the inducted membership point system in addition to his or her constitutional duties. The Secretary may appoint any member of the Theta Upsilon chapter to assist him or her in the maintenance of the inducted membership point system. The aforementioned appointment is subject to approval by the President and Vice President of the Theta Upsilon chapter. SECTION THREE: In accordance to the unanimous
decision of the Executive Board on 1. An undergraduate member of the Theta Upsilon chapter must be a general member of the Theta Upsilon chapter and a full member of Phi Alpha Theta. 2. To be eligible for inducted membership, the general member must have accumulated twenty-five (25) points through participation in chapter or nationally sponsored activities. 3. Submitting a paper to the Quaestio, the Phi Alpha Theta sponsored UCLA undergraduate history research journal, shall be worth one (1) point. Multiple submissions are eligible for multiple points. 4. Having a paper published in Quaestio shall be worth two (2) points. 5. Working on a committee convened by the Executive Board to assist Phi Alpha Theta with event planning, campus relations, fundraising, etc. shall be worth three (3) points. 6. Attendance of a chapter membership meeting shall be worth four (4) points. 7. Attendance of the chapter-sponsored History Department Faculty-Student Dinner shall be worth four (4) points. 8. Attendance of a chapter sponsored faculty lecture shall be worth five (5) points. 9. Attendance of the regional Phi Alpha Theta conference shall be worth five (5) points. SECTION FOUR: Upon the resumption of the normal operating procedure for determining inducted membership requirements as dictated by Article Two, Section Three of the ‘Phi Alpha Theta, Theta Upsilon Chapter By-Laws’, the incoming 2009-2010 Executive Board shall take into account the accumulated point totals of current members and make necessary adjustments to the point totals to ensure that no such member will be adversely affected by a change in the member credit system. |
